You can buy a money order form at the post office counter. Fill in all the necessary details and sign it. Then submit it at that counter along with cash including commission for sending money to the payee.
If the payee has not received the money order within a week or so, then you should lodge a formal complaint at the post office. Keep the money order receipt in a safe place as it may be asked during the grievance redressal process.
Here is an example of how to write a letter to the postmaster for not receiving a money order.
